The SIRS is conducted by the British Columbia Nominee Program (BC PNP). As this is a points-based system, applicants are given scores based on the information provided when creating their online profile (same as an express entry), after which they enter the pool with the profiles of the other candidates. Through frequently held British Columbia PNP Latest Draw, candidates receive the invitation to apply for the provincial nomination through various streams of the British Columbia Nominee Program.
After a Canada Express entry candidate gets a provincial nomination, they get 600 CRS points to their profile thus effectively making sure they get an ITA to apply for Canada permanent residence to IRCC.
